Tianjin municipal government re-transmitted Implementation Program of China (Tianjin) Cross-border Ecommerce Pilot Integrated Zone studied by Tianjin municipal commercial commission, so as to tackle deep-seated contradictions and instructional problems and to boost the co-development of Express industry & cross-border ecommerce business with favorable policies.
The program has clarified several points. For example, developing storage & logistics center of cross-border ecommerce; fully exploiting the advantages of Tianjin port; gradually improving storage & logistics, allocation & distribution, trade business, offline experience and other supporting system matched with cross-border ecommerce business; strengthening import & export cargo capability of Tianjin Binhai International Airport; actively impelling State Post Bureau and China Post to strengthen the direct seal of the posts between global countries to Tianjin; establishing the exchange bureau of international posts in Tianjin, deepening the handling capability of cargos & posts; developing the storage & logistics distribution center of cross-border ecommerce serving Beijing-Tianjn-hebei and radiating North of China.
According to the Program, establishing comprehensive information platform and sharing system of information exchange intend to realize official date exchange and interconnection & interwork among the Customs, Inspection & Quarantine Bureau, tax, commercial and post departments, and to form information exchange, mutual supervision and law enforcement cooperation. Besides，it also intends to provide timely, accurate and complete logistic status inquiry and tracking service to cross-border ecommerce enterprises, logistic/storage enterprises, supply-chain service provider and cross-border ecommerce subscribers, realizing data & resources sharing and information exchange.
The program also pointed out to accelerate the construction of cross-border ecommerce pilot zone under the favorable policies. As the pilot warehouse in Tianjin free trade zone, Haiwei cross-border ecommerce plaza, with the construction area of 24,000 square meters, has combined the multi-functions of storage, exhibition and working office. The plaza can provide the storage base for cross-border enterprises’ bonded warehouse, exhibition & order and working office, and offer a series of services for ecommerce enterprises to carry out customs clearance, storage and distribution. Meanwhile, the plaza undertakes the implementation function of various policies, optimize the system matches, better serves cross-border enterprises, deepens cultivation of cross-border industry, improves the platform function of cross-border ecommerce public service, provides the quality supporting bases and enough development space to cross-border companies, and facilitate the realization of functional position and development purpose. Welcome domestic enterprises and international investment groups to move in for entering China market in an innovative way.
