The Implementation Project of China (Tianjin) Cross-border Ecommerce Comprehensive Pilot Zone was officially introduced. According to the project, Tianjin will set up “two platforms”, improve “five foundations” and create “eight systems”. Within three to five years’ reform & experiment, the comprehensive pilot zone will turn into a new engine for cross-borer ecommerce business development in Jing-Jin-Ji areas, the new innovative financial pilot zone of national cross-border ecommerce, the storage & logistics center, the leading area of transformation & promotion as well as innovation & entrepreneurship pilot area.
Previously, the State Council approved the cross-border ecommerce comprehensive pilot zones set up in Tianjian and other 11 cities. As requested, the construction of cross-border ecommerce comprehensive pilot zone will be carried out in an all-round way. According to the implementation project, Tianjin will completely proceed with the development strategy of “Internet + foreign trade” and develop the comprehensive pilot zone to the functional integration of “custom clearance, inspection, payment, taxes, business, and finance etc” as well as the pilot area of online “single window” platform & offline “innovative pilot park” combined.
The construction of“two platforms”includes online “single window”platform and offline development platform of“innovative pilot park”. It aims to realize the data exchange & interconnection of official governments, such as Customs, Inspection & quarantine Bureau, foreign exchange, business, finance, market supervision, post and policy etc. Besides, it aims to form the information exchange, mutual supervision and law enforcement cooperation of management departments. By the free trade pilot zone, special supervision area of China customs, national high-tech zone and ecommerce industrial zone etc, Tianjin will develop a distinctive innovative cross-border ecommerce pilot park. Reportedly, Tianjin free trade zone Haiwei cross-border ecommerce plaza, with the construction area of about 24,000 square meters, has combined series of functions together, such as warehouse, exhibition, office and trade etc. AS the pilot base of bonded storage, exhibition & order, office and operation of cross-border ecommerce business, Haiwei plaza has attracted plenty of ecommerce enterprises moving in and can provide export customs clearance, warehouse, distribution and other services for the ecommerce enterprises in Tianjin free trade zone.
Information sharing system, financial service system and storage & logistics system will facilitate supervision system ecommerce credit system, talent cultivation system, statistics & monitoring system and risk prevention system. With above mentioned measures, Tianjin devotes to construct the innovative development highland of national cross-border ecommerce and provides the reproducible and propagable experience to domestic cross-border ecommerce’ healthy development.
