According to the announcement jointly issued by Ministry of Finance of PRC, General Administration of Customs of PRC and State of Administration of Taxation, the retail import tax policy of cross-border ecommerce business will be implemented on 8th April 2016 while the personal postal articles tax policy will be synchronously adjusted. In the past, the imported goods no more than 50 Yuan were duty-free. Right now, the imported goods less than 200 Yuan are tarrif-free. Consumption tax and value added tax will be charged as 70% as in the traditional trade. Mr. Zeng Bibo, CEO of Ymatou, said that the above mentioned new policies will surely be feel-good factors for cross-border ecommerce. Once, the cross-border ecommerce business was regarded as off-the-books industry with tax evasion. The implementation of new cross-border ecommerce tax system will lead its chaotic situation to a regular, systematic and large-scale rapid development.
It marks cross-border ecommerce business stepping into its mature period. Industry capital can involve in cross-border ecommerce business at ease. The new policies are surely good for the industry development. For small retailers and purchasing business, the cross-border online shopping overseas and price advantage are not very clear in the respect of industry competition. However, for the bonded stock mode supported by China government, there are much greater growth space and advantages in the respects of timeliness and vertical selling price. Innovative operational strategy and mode will be the points that the online retailers have to break through.
