In the afternoon of 5th Dec. 2014, the Politburo of the CPC Central Committee held group study about accelerating the construction of free trade zones for the 19th time.
 
　　While presiding over the study, Mr. Xi, Jinping, the precident of the CPC Central Committee, stressed “When standing at the new starting point of history, in order to achieve the two goals of one hundred years, we shall adapt to the new trend of economic globalization, precisely judge the new changes of international situation and deeply grasp the new requirements of domestic reform. Besides, with more positive activities, we shall promote opening-up policy in a higher level, accelerate the implementation of free trade zone strategy and speed up a new system of open economy. Meanwhile, by the initiative of opening-up policy, we could gain the initiative of economic development and international competition. ”

　　Mr. Li Guanghui, the researcher of International Trade & Economic Cooperation Institution of the Ministry of Commerce of PRC, made an explanation about the point and expressed his opinion & suggestion.

　　All the comrades of the Politburo of the CPC Central Committee have listened to his explanation and made a discussion about the relevant questions.

　　While presiding over the study, Mr. Xi，Jinping made a speech. He pointed out that accelerating the implementation of free trade zone strategy is the important content of China’s opening-up policy for the new round.
 
　　The Seventeenth National Congress of the Communist Party of China (CPC) took the construction of free trade zones as the national strategy. The Eighteenth National Congress of CPC put forward to accelerate the implementation of free trade zone strategy. The Third Plenary Session of the 18th CPC Central Committee pointed out to accelerate the implementation of free trade zone strategy based on the surroundings and form the high-standard globally free trade zone network. The Politburo of the CPC Central Committee made a study together about the content, which aimed to analyze the international & domestic environment encountered in the process of accelerating the implementation of free trade zone strategy and discuss the thought of accelerating the implementation of free trade zone strategy in China.

　　Mr. Xi, Jinping emphasized that we shall precisely grasp the new trend of economic globalization and the new requirements of opening-up policy. Reform and Opening up is the driving force for China’s economic and social development. The important magic keys for China’s continuous developing achievements are about continuously expanding the opening-up policy, improving the level of opening-up and taking advantage of the opening-up policy  to promote the reform & development. Opening-up policy brings the progress whereas closing-down policy makes lag behind, which is already proved by international and domestic development practices.
 
　　Mr. Xi, Jinping pointed out that the multilateral trading system and regional trading arrangement are always the two wheels for driving the development of economic globalization. At present, the global trading system is experiencing the biggest reconstruction since Uruguay’s round negotiation in 1994. China is the positive participant & firm supporter of economic globalization. Meanwhile, China is also the critical builder and main beneficiary. China’s economy has entered the new normal. China needs to further expand the opening-up policy in order to properly deal with the difficulties and challenges encountered in the process of Chinese economic & social development. We must consider the situation and make great efforts to seize the opportunity and obtain the initiative.
 
　　Considering the situation and complying with the requirement of national strategy, it is most possible for Tianjin to successfully apply for the approval of Free Trade Zone this time. Right now, the integration of Beijing-Tianjin-Hebei and Bohai-Rim Economic Circle are around here. Tianjin bonded area would be the core of the future Free Trade Zone, where possesses the advantaged geography superiority for fully playing foreign-trade function of free trade zone.
